The Impact of Change Management on Organizational Excellence: Top Management Support in Government Projects Financing Institutions in Jordan

Abstract

This study aimed to examine the impact of change management on organizational excellence and to explores the role of top management in support government projects financing institutions in Jordan. A comprehensive survey of all first-category employees (N=200; response rate for analysis of 82.3%) was conducted, and the study adopted the descriptive-analytical method. The results revealed a statistically significant positive effect at the significance level (α ≤ 0.05) of change management on organizational excellence, with top management support exerting a substantial direct effect (standardized effect ≈ 0.60) and strengthening the relationship between change initiatives and excellence outcomes. The study situates these results within the context of Jordan’s efforts to combat poverty and unemployment and to enhance the performance and legitimacy of public institutions. It argues that effective, leadership‑supported change management is not only a managerial concern, but also a public policy and social-justice issue, given its implications for citizens’ access to developmental financing and opportunities. The study concludes with recommendations for deepening employee participation in change processes and for learning from international experiences in public-sector change to foster more inclusive and sustainable institutional practices in Jordan.
